Create a custom discount that recognises that a customer is opted in to the loyalty programme, which then unlocks automatic free shipping discount.
Allow functionaility to offer different discounts for INTL customers, where we can offer a discounted rate if they are in the loyalty programme and they have not reached a free shipping threshold.

The shipping discount module is now deployed. You can provide free shipping to customers under the "Discount/GWP" area and enable using tags, or if using Roadmap loyalty, you can select the tiers you want to enable this on.
